Consultation can be seen as:
- government as cool hunters
- government as mediators
- government as sellers of the public good
- citizens determining the public good
- forum for airing/hearing voices
How does technology help in acheiving goals of each ideal type of consultation (not necessarily the ones above).
List of functions served by consultations, e.g.
- agenda setting
- monitoring solutions
- creating legitimacy
- taking decisions
Following McLuhan, domedium and age affecting acceptability of techniques?
Is consultation:
- a stage before decisions and implementation, or
- an ongoing relationship between local participants,
- or both?
