Afternoon session

Consultation can be seen as:

  • government as cool hunters
  • government as mediators
  • government as sellers of the public good
  • citizens determining the public good
  • forum for airing/hearing voices

How does technology help in acheiving goals of each ideal type of consultation (not necessarily the ones above).

List of functions served by consultations, e.g.

  • agenda setting
  • monitoring solutions
  • creating legitimacy
  • taking decisions

Following McLuhan, domedium and age affecting acceptability of techniques?

Is consultation:

  • a stage before decisions and implementation, or
  • an ongoing relationship between local participants,
  • or both?
